First Lady of Delaware, Tracey Quillen Carney


Tracey Quillen Carney, became the first lady of Delaware when her husband, Governor John Carney, was sworn in on Jan. 17, 2017.

Tracey Quillen Carney, is focus as First Lady of Delaware, is to support efforts that, in a foundational way, help give kides a chance to succeed. With funding and operational support from Casey Family Programs, she coordinates those efforts under the umbrella of the First Chance Delaware initiative. First Chance has three pillars – ending childhood hunger in Delaware; promoting early language skills; and advancing effective recognition of, and response to, childhood trauma. Tracey seeks to use the convening and outreach powers of the First Lady of Delaware’s office to bring organizations together to work collaboratively toward those goals for development of the state of Delaware.

Mrs. Tracey Quillen Carney, enjoyed a long tenure at Wilmington Friends School in Delaware, where she served as a senior administrator. She left her position at the school to take part in the unique partnership opportunity presented by her husband’s service as governor.

Prior to her service at Wilmington Friends, Mrs. Tracey Quillen Carney, worked for 15 years for then-Senator Joe Biden (Now President-elect), both in the District Office in Wilmington, and on the Judiciary Committee staff during Senator Biden’s term as chairman. She focused on writing projects, including correspondence, press releases, commemorative legislation and speeches.
